The improvement of the quality of the process and structure of infant and toddler care is discussed. The author considers the importance of continuity in childcare and primary caregiving to be the basis for its development, and focuses on infant and toddler care in Japan. Improving the structure of infant and toddler care is essential for improving the quality of the process.
